The Queen had already formed the view that Cobalt Manticore was less than tenacious as a warrior. Faced with the task of cleaning up the Derby swamp, Manticore prevaricated repeatedly, attempted to parlay with the enemy contrary to orders, and let himself be bought off with a heavy sword casting doubt upon his honour. Cobalt Manticore's enthusiasm lacked a warrior's discipline. Far better to have repeatedly died in the mud and earned the respect of his foes and his homeland, for never giving up. But, the Queen recognises that the task was always going to be difficult. The Queen cannot fault Manticore for trying in extreme circumstances of grim muddy warfare and psychological distraction provided by his opponents which certainly and understandably undermined his resolve.

In defending Raktam, however, Cobalt Manticore valiantly tried to protect its citizens. His energy for that task and his loyalty to the Throne were never in doubt.  But, let himself be caught up in a pointless court intrigue with the Grand Vizier, to the point that the Queen offered Manticore exile to his own southern kingdom in an effort to cease the strife. That feud remains an unhealed wound, and the Queen fears she failed Manticore in not adequately assisting to resolve that rift.

The Queen entirely understands that the Court is not for Cobalt Manticore. Manticore has the freedom of the Empire in recognition of his efforts, and the honour of being a Hero of the Empire. The Queen accepts his retirement from the Court, with thanks. The Queen wishes him and his animal totem clan the very best.
