For my £0.02 Derby is the sanest place on Shartak. MadPierre has spent some time there and (A) has not been killed, extorted or otherwise put upon (B) has seen natives, pirates and outsiders cooperating and (C) been generally impressed by the state of affairs.

York may have a reputation as the largest settlement on the island but Derby is the real jewel in the Shartak crown. I suspect that is due to the previously-mentioned groups cooperating and making the place thrive.
