Small change to Noticeboards

I'm not clear on how making the thing more expensive rather than less expensive is a good thing. Like, what's the point? To cut down on spam? Why would you even care to begin with? I'd rather see some random dumb msgs than a bare noticeboard.

It just doesn't make a drop of sense to make them arbitrarily pricey.

Same reasonable price, and you're saving yourself a trip. Still looks like convenience to me. I'm thinking the current price was set up so people would have to Think about what they write, make something more Meaningful up to be reading.

It does make sense to reduce the cost to see if it helps get more notices. That is an easy thing to do so we can do that quickly.

Would it be possible to indicate on the sign when there are new messages, rather than going back and periodically checking? Like a slight glow around the image?

Implemented in addition to the cheaper (but not free) pricing that was suggested in this thread.

You might have to reload the page rather than just click the "Refresh" button to see the new noticeboard icon for the first time. This is because of a stylesheet addition.

It would be nice if on a noticeboard tile it said, "There is a blank noticeboard here." when there are no messages. It would save a click.
