Mencken: Forgive me for sounding cynical, but a version of this was tried already with the Council of Wiksik--on a smaller scale too--and it failed outright. The eldest shamans already have plenty of power (Etherdrifter, Anthor), and they seem unwilling to share. On what grounds should shamans be considered most worthy to speak for the people? Because they commune with spirits? Any council that might be formed should do it from every class, rather than merely our religious brethren.

In my own travels i have found most shaman to be either insane or unwilling to debate anything.

Since the leader has extremely limited power, the leader really isn't in charge, the members have almost all the power.
Rule 6: Anyone who joins the clan will be given the title of Elder Shaman, it does not matter what type native you are.
The leader powers are Typing clan rules on clan info page, and a few symbol gesture.
It's a true democracy, if it fails it fails. I'm just try to create something other than a monarchy in the native society.

The Rules:
Rule 1: all members can vote on clan actions.
Rule 2: any native can join.
Rule 3: the leaders power is extremely limited.
Rule 4: majority vote rule.
Rule 5: the leader does not have to be present for voting.
They you go are you happy now. Can the leader go back to wandering in the jungle aimless, again?

The Council of Wiksik was a sham and the original Council of Elder Shaman never made sense to me, at least not off-paper. If this is going to be something else entirely, save for the name, it'll be interesting to see. Alt conflicts and cliques seem to spoil democracy for the natives though. I guess Neil already summed it up.

Mutually-responsible communal endeavours rarely work out - most of us are too lazy and don't really like each other, so without a leader to a) do all the work we don't want to, and b) give us something to focus on other than our mutual dislikes, these things don't generally stand a chance. Good luck though.

If I may make a suggestion. Anyone holding important leadership type roles in large groups (e.g. The Royal Court and by extension The Royal Guard, and The Kingdom of Wiksik) shouldn't hold Council positions. Members of said groups ought to be eligible, provided their decisions as members of the council are not swayed at all by their respective leaders. Violating such a rule, should result in removal of ones council position.
Mind you that this is merely a suggestion.
