Pretty much. Oligarchy of 11 elders, mostly unspecified, of which Vercingetorix is the junior lord.

As far as I know, only Queen Monaliza of Raktam has ascended to the throne after a lengthy trial contest. She then chose her spouse by giving him some dangerous task to complete. All other lords, kings, emperors, dukes, rulers, captains, leaders and elders (or at least the vast majority of them) usually just fall from the sky.

The kings are kinda like meteors, or like the Stardust fairy, except they look less like Claire Danes and more like nananana-pirate-Robert-DeNiro.

Well, someone killed the Dalpok shaman Cry

http://www.shartak.com/profile.cgi?id=20608

The traitorous one lays poisoned in a pool of his own blood on the upper floor of the Citadel. Through me, the spirits have punished him for his crimes.

Quote
(2010-07-18 20:46) ClickClick steps into the domed chamber, his face cold. He stalks across the golden-hued room, and swift as a striking snake, smashes Shutruck from his feet with an open-palmed punch.
(2010-07-18 20:47) ClickClick draws his machete and plunges it into the sprawled figure's stomach, pinning him to the floor. ClickClick watches stonily as the man thrashes and writhes.
(2010-07-18 20:47) You attack Shutruck Nahunte with a machete for 3 damage. They drop to 69 HP.
...
(2010-07-18 20:49) You attack Shutruck Nahunte with a machete for 3 damage. They drop to 5 HP.
(2010-07-18 20:51) ClickClick remains silent as Shutruck reaches for the blade that spears him, slapping away the trembling fingers that clutch at the hilt. Nahunte grasps the blade, but the razor edge slices his palms deeply.
(2010-07-18 20:54) ClickClick pulls a dart from the pouch at his waist. He raises it to his lips, touching the poison-darkened tip carefully to his tongue. His eyes widen, the pupils expanding hugely.
(2010-07-18 20:56) ClickClick kneels beside the squirming man, leaning over until his lips brush Shutruck's ears. He whispers softly, coldly, "You would betray your people and our gods, by shedding the blood of Shubar?"
(2010-07-18 20:57) You say “You are forever cursed in the sight of the ancestors, treacherous one. May your soul twist forever in the blackest nether regions of the underworld, accursed one...”
(2010-07-18 20:59) ClickClick clamps a sudden hand upon Nahunte's jaw. He fingers clench cruelly, forcing open the man's mouth. Shutruck stares wildly, head quivering, but ClickClick's grip is iron.
(2010-07-18 21:01) ClickClick continues in the deadly soft tones, "I have promised to never again take the life of one of my brothers, even one as vile as you. That is all that saves you from the unending night, 'brother.'"
(2010-07-18 21:01) You say “But that does not mean your crimes will go unpunished. Through me, the spirits shall have their vengeance...”
(2010-07-18 21:03) ClickClick squeezes Shutruck's jaw tighter still, until the purpling tongue protrudes wetly. Raising the dart high, ClickClick whispers a prayer to the spirits, before bringing the dart sharply down.
(2010-07-18 21:04) ClickClick plunges the poisoned dart into Shutruck's tongue, twisting it deeply into the spongey flesh. The man moans in pain, the sound muffled by his swelling tongue.
(2010-07-18 21:05) You fire at Shutruck Nahunte with a blowpipe for 4 damage. They drop to 1 HP.
(2010-07-18 21:06) ClickClick gives the dart a final, wrenching twist, embedding it firmly in Nahunte's now-blackened tongue.
(2010-07-18 21:08) ClickClick stands, and watches dispassionately as Shutruck's eyes roll backwards in their sockets and his limbs begin to twitch and convulse. "If you do not struggle, the machete wound will not be mortal."
(2010-07-18 21:09) You say “And the poison's kiss likewise. Perhaps, however, in the depths of your pain, you will find enlightenment, and begin the long journey back to your people. I have walked this path. It can be done.”
(2010-07-18 21:11) ClickClick turns and walks from the chamber. He leaves the bloody machete embedded in the traitor's entrails, the blade quivering as the convulsions racking the body grow stronger.
(2010-07-18 21:14) ClickClick descends the stone stairs and enters the room of thrones. His contemptuous gaze takes in Vercingetorix and the granite seats, before he stalks from the Citadel in offended silence.

Someday, after many many years of wandering and killing, after gaining some experience and getting to know people a whole lot better you will still not understand. And I will still be enjoying my Raktam days.

Its an interesting form of rule, where even those who may sit upon a throne scorn the entitlement.

OCC: I'm not speaking as Swarm.
------------
This made me chuckle.
"You are bleeding.  HP: 8 / 60   XP: 84   AP: 61   Gold: 2   "
I am stumbling through the jungle, bleeding, having used the roaming shaman yesterday (that guy killed the home shaman).  I have given up all hope, and decide to wander to my death.
I find some pirate, not knowing his HP or who he is, and tell him that "You won't be able to kill me for I will already be dead", and attack him once with a knife to see his HP.
Note: The Surreal McCoy has indicated they have peaceful intentions and would appreciate not being killed.
You attack The Surreal McCoy with a dagger for 2 damage. They die. You gain 35 XP.
Underworld log successful.
You lose 1 HP from an old wound. Use healing herbs to stop the bleeding before you die.

"Kill me!... oh, whoops."

Meanwhile, in Dalpok:

Since your last move:
Arithrin bows. "My Lord Vercingetorix, I come bearing a message, from Dani al-Ghazali." (2010-07-19 01:53)
Arithrin says “He says that "Oruc Reis has demanded that the most violent natives of Dalpok meet with the pirates of Shipwreck cove to discuss a lasting peace treaty."” (2010-07-19 01:54)
Arithrin hands a poison dart to the Lord of Dalpok. "I was also given this, as a token of goodwill." (2010-07-19 01:55)
Arithrin gives you a poison dart. (2010-07-19 01:55)
Arithrin says “He ended his message thus; "attacks will continue on innocents like yourself until they resolve to seek negotiations."” (2010-07-19 01:56)

You say “Attacks on innocents will continue unabated. In so far as any pirate is innocent. Gridflay, Isolation, Tinxiweewee, Spooge and many others keep the vipers in their nests.”
You say “The very fact that one of them would sue for peace gives me grim satisfaction. We do not do deals with pirates. I'd sooner purchase a dart made by a goat.”
You say “Such would be the nonsense of a treaty with the pirates. I dismiss it out of hand. The strategic advantage is ours. Lets keep it that way.”

OOC
I always wondered, what if you play both the lord of Dalpok (Verc) and one of the pirate leaders (FAD)? You pursue two opposite generic goals at the same time?
