Outbreak isn't really for the RPing types but NationStates has a great forum for Roleplayers.
While NationStates does indeed have a lot of roleplaying... kinda the issue with it is that it's ALL roleplaying. There are basically no game mechanics there, there are issues you decide on which insert specific lines of flavor text into your nation description for a certain amount of time before they dissappear. As I understand it, "war", the closest thing to some real numberish game mechanics, is fought by joining a region en masse and voting a UN (or whatever it was renamed to) representative for that region who... might have the power to kick your enemies from the region, but I'm not sure.
It's great if you want to RP leading a nation, but if you want to play the numbers for a nation you should try something like CyberNations.
