Please see revised Island Alliance Document below. The deadline for the agreement on this alliance will be extended to Sunday, February 8th, 2009. This is to allow Eptavian time to review the alliance document. The Dominion/Map Attachment will be created after we all give preliminary consent to this document. Please "sign" the document by posting your consent here (any of the groups listed below). If there is consensus amongst some of the groups listed, but not others, the alliance will be deemed to be signed by those in favor, and those that disagree will be excluded.  For historical purposes I'm posting the inital draft of the treaty (by Etherdrifter), and the first revision of the treaty (by DLC). (OOC- I'm posting here as there are now too many involved to send it via PM - limited to CC-ing 10 users). Thanks to all involved, and those that will become involved in the future. May the Ancients bless our souls.

The Island Alliance

Universal Laws of the Alliance

Criminal Laws
  • The killing of peaceful players who have not breached the law in any way or form is forbidden and punishable by one death.  Repeat offences (3+) will lead to a week long KOS.
  • The killing of non-peaceful players who have not breached the law in any way or form is forbidden and punishable by one death.  Repeat offences (3+) will lead to a week long KOS.
  • Assault leading to death is punishable by one death. Assault with the intent to weaken a player or group of players, so that another player or group can come in and finish the job (kill those weakened players) will be punishable by one death. This will apply individually if a group of players are involved in the assault. Repeat offences (3+) will lead to a week long KOS.
  • Spirits shall not be exorcised from any hut (except for the home hut of each group, and only with the authorization of the group leader - to protect against spying) , unless they are committing assault. Those using spirit skills to continually harm or weaken other players will be allowed to be exorcised without invoking this clause. Exorcism for any reason other than listed in this clause will be punishable by one death. Repeat offences (3+) will lead to a week long KOS.
  • The supporting of those cheating, no-hope wannabe scum Lowersex FC is forbidden and punishable by permanent KOS. Unless you switch your allegiance to THE GREATEST DAMN TEAM IN THE WHOLE DAMN LEAGUE! Then you get Scampi Fries.

Shared KOS List
  • All factions of the alliance will share a single KOS list.  Members will be added upon proof of their breach of official laws.

Taxation
  • Any form of taxation gathered by factions of the alliance, will be the property of that faction only. The taxation however, can only be collected within the factions' designated territories.  A map of all faction territories will be attached as an amendment to this document.

Local Laws
  • Local laws are permitted by the ruling body of the territory provided they do not contravene any of the universal laws set out above.  Unfair laws are forbidden and will be considered null by the rule of a unanimous alliance vote, should the legitimacy concerning a law arises.

Initial Alliance
Fourteen factions are to be initially inducted into this Island Alliance. In order for any motion involving the affairs of the Island Alliance to be passed, including, but not limited to the induction of additional factions, a unanimous  vote must be achieved per case. If a preexisting faction fails to state their decision within three days' time of the motion, their silence will be counted as the affirmative.
The Initial Fourteen Factions of the Island Alliance hereby consist of (followed by their respective representatives):

  • Greater Shartak Unification Coalition - De La Coiffe
  • Royal Court of Greater Raktam - SofaKing
  • The State of New York - John the Baptist
  • Kingdom of Skulls - Anthor
  • Chastity - A Giant Parakeet
  • Necromancers Guild - Etherdrifter
  • Great Southall - Lukas Alexander
  • The Independent Republic of Fort Creedy - Eptavian
  • The Rakmogaki Collective - Grunk the Pale
  • /zom/ - Solemn
  • Peninsular Federation - Baron Robert Surcouf
  • Pirate High Command - FirstAmongstDaves
  • Durham Utility - Edward Grey
  • Botheringham FC - Twist


  • Each faction maintains one vote per proposal (for a total of fourteen votes) concerning inter-factional affairs.

Dominions

  • The Greater Shartak Unification Coalition will be granted dominion over York, and it's outlaying  areas  (to be shown on the TBD attached map).
  • The Royal Court Of Greater Raktam will be given dominion of Raktam, and it's outlaying  areas  (to be shown on the TBD attached map).
  • The Kingdom of Skulls will be given dominion of Wiksik (and all current KOS areas except for Wicksick Island - see attached Avalon Modification), and it's outlaying  areas  (to be shown on the TBD attached map).
  • The Necromancer's Guild will be given dominion over the Spirit Huts in all allied settlements.
  • The State of New York will be given dominion of New York (formerly Wicksick Island - see attached Avalon Modification).
  • The State of Great Southall will be granted dominion of the two ruins, just west of Durham
  • Chastity, will have domain over Chastity, a territory near the shipwreck.
  • The Independent Republic of Fort Creedy will be given dominion over the ruins currently known as Fort Creedy.
  • The Rakmogaki Collective, under Grunk the Pale, will have domain over Rakmogak / Skull Island.
  • /zom/, will have domain over half of Derby (area to be shown on TBD attached map).
  • The Peninsular Federation, will have domain over half of Derby, (area to be shown on TBD attached map).
  • The Pirate High Command, will have domain over the Shipwreck and surrounding area (area to be shown on TBD attached map).
  • The Durham Utility, will have domain over Durham
  • Botheringham FC, will have domain over the Botheringham FC Supporters Clubhouse in York

Attachment A
The Avalon Modification
  • The Kingdom of Skulls will give up Wicksick Island to allow it to become the State of New York. All other areas that the KOS currently holds dominion over, will stay in place. John the Baptist and Friends will leave Wiksick, and take up residence at the tower on the island.
  • Wiksik will remain the dominion of the Kingdom of Skulls, and the Necromancer's Guild will keep their sanctuary in the Spirit Hut.
  • The loss of Wicksick Island, while a great loss to the Kingdom of Skulls, is deemed necessary for a peaceful resolution to the current violent conflict.
  • All members of GSUC, and any allied groups or individuals, will leave Wiksik and refrain from any further violence against members of the KOS or NG within the current dominions of the Kingdom of Skulls (minus Wicksick Island).
  • All members of the Kingdom of Skulls, and the Necromancer's Guild will immediately (on signing of this treaty) refrain from any further violence against GSUC, and allies.
  • The truce situation will be held up to the highest standards by all sides.

The Island Alliance

  • Assault in any form will be punishable with one death or 5 gold coin fine is assault does not lead to death. If assault does lead to death, consult above ruling. Assault in this case is taken to mean a directed attack against one or more players. Multiple assailants will receive separate punishments/fines and maintain independent cases concerning an assault. The skills: shocking shriek, banshee wail, and malevolence will also be considered assault.
  • Spirits in any location other than a spirit hut are liable for summoning and exorcism. Exorcism in a spirit hut is punishable with a 1 gold coin fine per exorcism. There is no justification for killing a player when in essence they are not killing anyone.
  • Displacing a spirit while not within a spirit hut is not punishable under any circumstances.

Shared KOS List

  • All factions of the alliance will share a single KOS list.  Members will be added upon proof of their breach of official laws.

Taxation Treasury

  • Any form of taxation gathered by factions of the alliance is to be submitted to a shared account in a bank of the alliances choosing. To withdraw anything from this account, five-eights of alliance members must agree on the withdrawal.  Deposits will be logged by the bank.

Local Laws

Domains

  • The State of Great Southall will be granted dominion of the ruin complex known as Great Southall.
  • Chastity, under Governor A Giant Parakeet, will have domain over Chastity, a territory near the shipwreck.
  • The rebel group known as "The Independent Republic of Fort Creedy" will cease to continue its operations in the ruin complex herein forever known as "Great Southall". Creedy is waging a war it cannot and will not win with its current strategy, and the Creedyists are both disorganised and outnumbered. Members of the Creedy clan will be relocated to Chikram Citadel, the ruin triplex north of Raktam; a fitting proposal for the people who are nothing more than Raktam's pawns, a false identity that encourages the futile killings of fellow outsiders. Creedy will maintain dominion in said ruin triplex
  • The Royal Court Of Greater Raktam will be given dominion of Raktam.

This counter-proposal details the alliance combining the Greater Shartak Unification Coalition, Great Southall, The State of New York, Chastity, the Necromancers Guild, the Kingdom Of Skulls and the Commonwealth of Greater Raktam. Raktam and Wiksik are simultaneously at GSUC's mercy, so I suggest that my pro-native peers aim for a direction that will greatly benefit all concerned sides, rather than promote a bibliotheca of pro-necromancer/spirit 'rights'. Creedy is running a foolish and inefficient war, yet GSUC prevails in striking the hearts of Raktam and Wiksik. There will only be peace and unification when the savage tribes agree to GSUC's reasonable terms.

And in regards to your mention about sacrifices:

1. Four days is not sufficient time for diplomacy. Critical decisions must be given much consideration, and NG nor KOS is in any position to be giving GSUC ultimatums. Discourse over the charter shall be extended up until the 22th of January, 2009, whereupon hostilities will either cease completely, or continue indefinitely. If the non-GSUC parties do not agree to these terms, GSUC will not cease its purging of the insolent native villages.

2. There will only be amnesty on each party's respective KOS lists when hostilities have ceased. For information regarding the cessation of violence, consult the above paragraph.

•Any spirit wailing outside a designated spirit hut is liable for exorcism.  Repeat offences with the intent of inflicting death or injury (2 separate cases) will result in the loss of spirit hut rights for the period of 1 week.  Other wailing will not be punished.

•Exorcism in a spirit hut is forbidden and will result in one death for each spirit exorcised.  Repeat offences (3+ exorcisms in said huts) will result in a week long KOS.

•Invoking a spirit from a spirit hut and exorcising said spirit will result in a verbal warning for a first offence and one death for any subsequent exorcisms.  It will never lead to a KOS.
In all of these laws a “player” will be considered a member of this alliance and/or a local of the town where the crime was committed.

Shared KOS List

Above this text lies the charter for a new alliance on the island combining The Necromancers Guild, The Greater Shartak Unification Coalition, The Kingdom Of Skulls and The Commonwealth of Greater Raktam.  Currently the war swarming over the island is un-winnable.  Neither side will give ground and neither side can be wiped out.  The above charter is a settlement for all sides and gives each side what they desire.  The Guild gains rights for the undead and a place of sanctuary for them in each settlement (selected by the settlements rulers of course), The Greater Shartak Unification Coalition gains peace for trade and unification, The Kingdom of Skulls and The Commonwealth of Greater Raktam gains peace to role play in.  There is no real loss barring that each alliance member must follow the rules set out above.  I have done my best to ensure these rules are fair to all sides concerned, promoting peace and economic growth.

However for this charter to succeed and give us all what we want we will need to make some sacrifices.

1.    All hostilities must cease within 4 days.  A reasonable time.
2.   A general KOS list amnesty is to be given to members of the Alliance.

This applies to ALL members of the alliance, the guild included.
I look forward to hearing from you all, I ask that you “reply to all” when you do reply to keep this as open as possible.  Let us all realise our dreams and take the island fourth into a true age of enlightenment.

The Official Pirate High Command Response:

Dear Kings, Avatars, Governors, Barons, Generals, and Football Supporters

As a pirate and not a librarian, I fail to see the value of the written word, and would prefer to blow my nose with a treaty not really knowing what else to do with it.

This document assumes that the Pirate High Command is some sort of government, when it fact its simply a very loose confederation of criminals, thieves, murderers, and mouth-breathing readers of Playboy's Girls Gone Wild! magazine.

So even if I was philosophically inclined to execute the document, which I am not, it would have absolutely no binding effect on the pirates as a population, who will continue regardless of what I do wih a piece of paper to act like a Roman hot dog vendors at the Crucifixion. That is to say, with mind-blowing insensitivity for suffering, and otherwise utterly inappropriately.

Further, we pirates eschew claims to land, since we live on the sea and are only on this flea bitten island thanks to Rozen's poor navigational skills ("W" means "west, not "wet", Rozen!).

Thinking about it, "land" is simply a medium of entertainment, like pornography, but without erect nipples, and certainly not worth governing. Allocating land to the denizens of the wreck is like giving lovely lace and silk crotch-less knickers to a jaguar: the jaguar appreciates the sentiment, but has no use for it and in fact has just ripped your arm off with its incisors and scampered up a tree to eat it.

I think that adequately expresses our position.

Speaking as Grunk the Pale here.

After reading said document with glasses he stole from his previous dinner of rum soaked pirate flesh, Grunk the Pale tells the power behind this document to go screw themselves.  The Collective, which in itself is a group of loosely connected cannibals who sometimes get together for a rousing game of who can make their prey scream first, will not be held by any written word or law.  Feel free to punish us for this, we will encourage you, the prey, to come at us and fill are belly. 

Oh, and if you counter with, WE WILL RAZE RAMOGAK TO THE GROUND! feel free.  If the weaklings who inhabit that town can't protect themselves a good razing will do it good.

Speaking as Tracer... Though it doesn't really matter as Eptavian is the one who has to decide....

I may not be able to participate in this but my feelings are as follows, it's conceivable. Obviously there's people who don't want order like the two previous and we should not punish them for that, we should leave them out of this document for now so they can do their own their own arrangements to alliances as they would hate to be a part of something so organized and would like to have unconditional freedom from binding documents. FAD is understandable as the shipwreck is a known anarchy of groups of pirates and no one will be able to take claim over it along with the fact they're a group established for the opposite of this treaty. Grunk is also understandable as they would not like to be equals with everybody in a civil treaty such as this and would rather take the meat off the bones of people and be the stronger individual.

What I suggest is that those who disagree be left out for now as domains of the town itself with no official ruler except determined by their locales.

This looks like some good work.

Right now, though, the Peninsular Federation does not yet exist and is only in the planning stages; furthermore, even if the constitution is accepted as it is, this will not necessarily mean that I will act as the Baron of the Peninsula of Derby as it is quite possible, at least according to the constitution that I am writing, that another Party or Independent could gain a majority in the proposed Parliament.

So, all I can say for now is that if my proposed party wins a proposed election, then I will want this document altered as we hold it as a self-evident truth that the Peninsula of Derby cannot be divided. If my party does not win an election then I should not have a voice in these matters and I will leave that to whomever becomes the Baron of the Peninsula of Derby. If the whole idea of the Peninsular Federation should collapse, then as the representative of Port Breton and the French I claim the right to be added to this alliance.

Great Southall will remain where it is. The Creedy Republic failed to maintain the ruin complex during peace, and they have failed it during war. As a matter of fact, the involved parties should be grateful that York even included Creedy into the proposals. There will be no compromise concerning the identity of the York protectorate of Great Southall. Creedy can move Chikram. Wiksik will be known as New York, if you so desire peace.

In addition, no clan has any solid presence in Midway/Wicksick/Babukorea/Squared Circle Island; many groups make claim to this island, but none can back it up, therefore KOS cannot barter it to substitute for Wiksik.

Ditto DLC's arguments for Chastity and New York. Why are they included when they essentially do not exist? Their titular heads are in the GSUC anyhow so it's redundant.

Grunk & FAD, your wish to not partake in the Island Alliance is understood. I will revise the document to exclude both your groups.

Baron, your name will be considered a place holder for the PF. As soon as you have someone able to stand in that position, let me know and I will revise the document. Also, as you requested, if the PF collapses, I will add you as representative of Port Breton and the French.

DLC, I suggest that if you want peace, you look to revise your terms towards ours, as we have done towards yours, so we can meet some where in the middle. Your current terms are basically an unconditional surrender of the entire village of Wiksik, and for the KOS and NG to become "slaves" of New York. Your current terms are unacceptable to the Kingdom of Skulls.

Tracer, thank you for your thoughts. I made the signature date into February, so hopefully Eptavian is able to contribute.

Creedy always had its President, long before it joined the Commonwealth. Eptavian has always been his own man, and didn't follow the party-line when it looked like Raktam was going to war with Derby under Dappled Shadow's temporary rule.

This reminds me of the New Amsterdam Deal of December 2006. The 1st Imperial Privateers Regiment (a much smaller, marginally more offensive version of the Pwotters, for those not around at the time, who tended to upset the rulers of York, of which only Sam Bellamy and I remain) sold Dalpok to some unwitting outsider (Maevar Relnick (sp?)) for 150 gold coins. He lasted in his position of benevolent ruler about a week. So much for the Shartak Raj.

In November 2006 Kristofer Schanz of the 1IPR claimed Casterley Rock/Derby Island, now New Maastricht, for the 1IPR.

At some stage in late 2007 Sam Bellamy lead the 1IPR to invade Wiksik, and I think he re-named it New Newcastle-upon-Tyme or New Marmalade-on-Toast or something and established some nice cricket ovals to the east (again, later echoed by the Pwotters and their football pitch outside York).

So sacking Wiksik and re-naming it, while not an original concept, certainly pays homage to the actions of other, earlier bastards of the game.

With some due respects, Anthor, I have some things that I would like to point out in the absolutely appalling text you dare to propose as a governing document:

1. Your decision to make the affairs of the island coincide with the decisions with a select group of individuals is silly. Take a good look at the U.N., and how they've completely failed to prevent Israel from bombing the s*** out of Ghaza. People have their own motivations and selfish interests to achieve, and there isn't much that either the Avatar or DLC could do to stop them.


2. Adding references to the Botheringham FC club eliminates any chance of your argument being taken seriously. So I would expunge those embarassing tidbits if I were you.


3. Territories/Dominions

@The State of New York: (This is the basically the subjection of John and his disciples to exile in disguise, but it painfully obvious. Besides, who honestly gives a s*** about that dinky Island? When the SWF claimed it, no one from Wiksik did anything about the situation.)

@The Independent Republic of Fort Creedy: HAHAHAHA!! Why would GSUC give up something they won? How prattlingly deceptive of you, and you thought everyone would have skimed over this little derisory nuance, didn't you? It's a highly absurd and laughable demand.

@The Rakmogaki Collective: Your astounding addition of this dominion boggles the mind. Surely you realized that the important Rakmogakis could care less about their birthplace. Why didn't you discuss this with Grunk prior to this? You would have made yourself look like less of an idiot.

@/zom/ over half of Derby: Give a bunch of lazy heavy sword farming soldiers, who might I add did not aid Derby in their defense against the Cannibals raids, half of power over an entire town? This is extremely laughable. Honestly, I do not see where you get your logic from. You might as well give the Greek zergs one-third dominion over Derby while you're at it.

@The Pirate High Command: The same response as Rakmogak. The shipwreck is not a governmental system of power. It's a bloody anarchy.

@Botheringham FC: Once again I iterate that you have lost any reason why the GSUC should take your proposal seriously with the inclusion of this insipidly daft and unnecessary dominion.

@Necromancers Guild: Etherdrifter (Redundant, as the NG serves KOS)


4. The Avalon Modification

Oh please, give me a break. This paltry excuse for a piece of real estate serves no redeeming value for your proposal. John never demanded anything in the first place, I believe the State of New York was intended to be Wiksik in the first place anyhow. If you cannot give up Wiksik, then completely forget about the mention of the State of New York in the first place.
All members of GSUC, and any allied groups or individuals, will leave Wiksik and refrain from any further violence against members of the KOS or NG within the current dominions of the Kingdom of Skulls (minus Wicksick Island).

And I'm pretty sure no one has the authority or is entitled to auction off the island easily. The SWF claimed it quite easily.

In short, I have observed you as stubborn, indecisive, and inefficient as a leader/negotiator. Your ideas aren't harping well as you are surreptitiously installing an absurd amount of power in the hands of the natives via the second draft. Your demands are too unbalanced in favor of the KOS and RCoGR. Everyone sensible can see right through what you're attempting to do. Just stick with the reasonable demands from the prior version of the proposal (seriously, DLC's not asking for much). Oh, and I couldn't stop laughing at the first version by Etherdrooler.

Next time, you should try actually responding with due respect, Frank. You might find being cordial a rather liberating experience! Diplomacy is best made by diplomats, not people who get really really angry about proposals.
