Well, that wasn't quite what I was thinking as to why democracy in York could never work, but it's pretty similar. Essentially, with the large number of criminals in the area, any York democracy would have to find a way to prevent PKers from voting (otherwise something like the criminal fraternity, the bills, or whatever might form a political party...

), but you'd need to do something so that police were able to vote (otherwise they'd be continually rebelling against the government and make it impossible for them to do anything), so you'd essentially have to have what could be called a corrupt government just in order to work. There really isn't much point to democracy at the level of corruption that would be required for that.
Its actually an anarcho-communist state.
Except without the "communist" part and the "state" part.
