Right now wiki doesn't tell you much infomation Some things should be kept mysterious. Else the charm of a mysterious item gets lost to those who can't help but read the wiki.

My characters have had dozens of charms. None of them seemed to do anything in particular, so now I trade them when I find them. The one which sounds the nicest is the "silver skull cross" which I recently traded in Durham.

I've heard they do things with %'s. such as the tiger charm increaing your chance to get a crit...but thats all I know.

IIRC they appeared at a time when people were having trouble with haunting spirits, so I always assumed they might offer some protection against spirits, but some kind of general luck thing sounds more likely I suppose.
Rabbits feet are traditionally lucky, so I guess they might improve your action %. Monkeys paws were, in the original story, cursed, so they might lower your action %. Parrot feathers I have no idea about, and I've never found any others.

Somewhat surprisingly perhaps I've only recently worked out that you can get stuff - lots of stuff - from the shipwreck. Before that I used to scavenge as I travelled. So I had a silver skull cross, lots of monkey claw charms, tiger claw charms, parrot charms. I never noticed them making any difference to my hit rate or HP rate.

Maybe they're counterbalancing eachother? i was attacking somebody with one parrot feather and i noticed i missed them 12 times in a row. (two minutes ago) i was attacking somebody and I had one tiger tooth and i got two ctiticals in a row and three in the fight (a while ago with my pirate character)

Somewhere on the wiki, there's a suggestion that items be added that do nothing but add flavor to one's profile. Couldn't these be the response to that suggestion? That being said, my native isn't giving up his parrot feather charm any time soon.
