ATTENTION ALL RAKTAMITES!
*For Role Playing purposes, this discussion is taking place in the Regency House is Raktam.  Please keep all posts in character.  Outsiders can post as well, but like I said before, please keep it in character.  You need not to be present in game at the house to post within this thread.  And keep it civil, flame posts will be ignored*

By the firelight, Neil Tathers, Grand Vizier of the Raktam Court, stands up to speak.  Within the hut is other members of the Royal Court of Raktam, even some other outsiders dotting the crowd.  News had been gathering of an announcement around town, and other notables are present, the murderer Vulbis, supposed leader of an insurgency, AlexanderRM, leader of a group of Raktamites who wish to overthrow the crown due to her overall rule, Nilhia, one of the best healers on the island, and finally even Armadox, who seemed not to be paying attention, at all to the proceedings.  In fact he wandered into the hut, and sat down, happily skinning what everyone hoped was a tiger carcass.

"People of Raktam, we have gathered due to the fact that many Raktamites seem to be upset over the rule of my Queen.  In her absence, we have noticed an increased growing of insurgence of the townsfolk, and this leads to tension within our fair city.  The last thing I wish, or anyone for that matter, is our city become saddled with a civil war like the outsiders.  To stop this from happening, AlexanderRM has put forth an option, convert Raktam from a monarchy ruled by one, to a democracy ruled by many.  The remains of the ROyal Court like the idea, and we wanted to put it forth to the populace.  Due you wish to be ruled by a Democracy, Monarchy, or a return to the leaderless city that we once had, where the only ruler was yourself?  Outsiders, some of us value your opinions on this matter if you wish to speak up about them."

"I think the monarchy must remain, as it has the legacy, and the power which has made Raktam mighty, and it would be a disservice not to the Queen (may she moulder in peace), but rather, to Raktam and all its people, regardless of affiliation.

"What we need is a representitive council to govern the villiage itself and the territories of Greater Raktam while the Regent or the Queen deal with foreign relations and war. It needs proper care from a group of residents who are not distracted by matters of diplomacy and court intrigue. The best example - our lawn. It's out of control. I broke my machete cutting these weeds. Seriously. That's bad, right?
But we also have some nasty little hive-minded mutants running about, trying to upset the peace, and cause chaos, and lot's of dead bodies. Chaos and dead bodies does nothing for the decor, and I could probably break more machetes trying to trim both. And we have the Zulu Asihambanga who'se trying to become the next Armadox (but he's not ugl—er, handsome enough)."

Achoo Pichtu nervously eyes Armadox as he says the words 'chaos', 'dead' and 'bodies'.

"Er, what I mean is, people like AlexanderRM, and Good As New, and my good friend Regi Cide could be sitting in a tribal council with other respected Raktamites like Azguz, or Jace Daskull. Raktam's people would give votes of confidence to those they feel can make the wisest decisions concerning the well-being of Raktam, and those who are the most nominated would be the wise men, or the elders, or the..er, counciling representivive people-who-talk-about-things-in-hushed-voices-very-seriously, or whatever they're called.

"They'd be responsible for things like trade, traders, village defense, making village law, making sure people enforce village law, and the boring things like cutting the grass and maintaining the roads. They would also, perhaps, probably have the power to vote down the Monarch or Regents decisions if most of them felt it was necessary, or could recall the military if Raktam was under attack - or raise one. Oh, and payment. Lots of money stuff - finace, the whitefaces call it, finance and fiscal...fiscalness - would be in the hands of these guys. But the Monarch would retain the power of military decisions, alliance making, and mercenary hiring.

Keiichi stumbles into the Regency House, A rat perched on his shoulder.

"The Queen is gone, and you wish to serve some rebel! I thought being in the Royal Court of Raktam gave you all a sense of pride, but as of recent the court has been stooping down to some two-bit ruffian. The Royal Court of Raktam made Raktam what it is today....great.....and change will destroy everything you have fought so hard to build!"

Keiichi sits down on the floor, drinking water out of a gourd, while A rat looks at everybody else, squeaking loudly.

"As usual Royal Jester, your wisdom is sound.  The Monarchy has brought us these riches, and now, we need to know what to do with them.  I like your idea of a Government within the Government.  A ruling body for our home village, while the Monarchy deals with the other natives and outsiders."

"Welcome Keiichi, your points are sound as well, our city became great under the rule of Blue Hummingbird, but on the flip side of the gold coin, our greatness is causing us to implode.  We should take strains to stop that."

"Perhaps you are right, change could ensure the longevity of the royal court, but entrusting the village to a collection of miscreants and criminals will cause the whole structure of the system to collapse. Stability is what Raktam needs, not a civil war. Quell the rebellion and establish order, before you are weakened to nothing. If the villagers want change, entrust the leadership to the worthy."

"And that's one of the downfalls to voting for a ruling Parliament.  But, we need to evaluate this from every angle, for I fear if the village continues as it does now, their will be turmoil, and I do not want to see that happen to my city."

Good As New is standing a dark corner of the hut. With cold calmness, he responds to Keiichi's words:

"I... we never asked the Court to serve us, in fact, they do not wish to serve us either. We may seem dirty rebels or cheap assassins to you, but all what we want is the Queen's power to be spread out a bit amongst the people of Raktam. As we stated earlier, our main enemy is the Queen, you might have noticed that unprovoked murders stopped after she.. departed untimely, except amongst our more radical members, who we might not have a full understanding of, but at the end of the day, our goals are the same.

You may not have asked for help, but Raktam has without a doubt benefited in a positive way from the efforts of Blue Hummingbird and the royal court. If you dont like what their doing, fine, ignore it and call a cease-fire with them. All your doing at the moment, however, is trying to destroy the only true sense of order on this accursed island."

Monarchy is by its nature oppression, and so-called democracy is all too often monarchy by other means. There's a big-old country over the sea that calls itself a democracy but has been in the throes of a dynastic struggle between two ruling families for twenty years. We don't want that here. Let's play our banjos, share our herbs, kick out the outsiders, and live together in anarchic peace.

"How the Queen offended me is not a matter in the current situation. What I suggest is at best direct democracy, or at worst representative democracy. Both are brought to the island of Shartak by our white-skinned brethren, the earlier being about the Raktamians gathering together and decide by public voting, and the latter being more or less the same as direct democracy, with the exception that each party is represented by one person in voting. It's all up to you.

Boggs, I understand you have doubts about the democracy of that oversea country, but the outsider parchments I read led me to believe the country is in fact a federal or constitutional republic, republic being a government form of two or more families fighting endlessly over power."
